County Sheriff Jim Denney announces promotions

Sutter
County Sheriff Jim Denney announced earlier this morning two
promotions of command-level staff members in the Sheriff’s
Department. The promotions were announced to replace the vacancy
created by Undersheriff Bill Grove’s upcoming retirement on July 21,
2006.
Captain J. Paul Parker, currently the Patrol Division Commander,
will be promoted to Undersheriff effective July 22, 2006. Captain
Parker, age 51, began is law enforcement career in 1972 as one of
the original members of the Sutter County Sheriff’s Department Cadet
Program. He was hired as a police officer in 1976 by the Live Oak
Police Department, and then he returned to the Sheriff’s Department
in 1980 as a deputy sheriff. He was promoted to Corporal in 1985,
Sergeant in 1989 and then Captain in 1999, where he has commanded
both the Jail and Patrol Divisions.
Captain
Parker has served in various capacities during his career including
patrol, investigations, Special Enforcement Detail (SWAT), and
administration. He holds a Bachelor of Science Degree in Business
Administration from the University of Phoenix and he is a graduate
of the FBI National Law Enforcement Academy – Class 195. He is a
part-time instructor at Yuba College in both the police and jail
academies.
Captain
Parker is a life-long resident of the Yuba/Sutter area and lives in
Yuba City with his wife Kate. He is the father of two daughters and
one son.
Patrol Lieutenant David Samson, age 45, will be promoted to
Captain and assume command of the Patrol Division effective July 22,
2006. He started his law enforcement career in 1988 as a reserve
deputy sheriff with the Sutter County Sheriff’s Department. He was
appointed a full-time deputy sheriff in 1992, promoted to Sergeant
in 1997 and to Lieutenant in February, 2006. He has worked
assignments in patrol and NET-5, and he served as the Sheriff’s
Substation supervisor in Live Oak from 1998 to February, 2006.
Lieutenant Samson is a graduate of Yuba College and the Sherman
Block-Supervisory Leadership Institute, Class 127. In December he
will graduate with a Bachelor of Science degree in Professional
Studies from California State University, Long Beach. He lives in
Bangor with his wife Tammy and he is the father of two sons.
